About the Mubyarto Public Policy Forum

The Mubyarto Public Policy Forum is an annual event named in honour of Professor Mubyarto, a prominent economist at Gadjah Mada University and one of Indonesia’s most influential intellectuals on the issue of rural development between the 1960s and 1990s.

A collaboration between Faculty of Economics and Business at Gadjah Mada University and ANU Indonesia Project, the Mubyarto Public Policy Forum aims to stimulate debate on development policy issues in Indonesia, particularly on rural development.

Summary of the Mubyarto Public Policy Forums

The eighth Mubyarto Public Policy Forum was held on Tuesday, August 6, 2024 at the Function Hall on the 8th Floor of the FEB UGM’s Learning Center. Professor Samuel Bazzi presented the paper: How to build a diverse nation: lessons from the Indonesian experience. The lecture provided a novel perspective on the nation-building process?

The seventh Mubyarto Public Policy Forum was held on 6 October, 2023, at Universitas Gadjah Mada, Yogyakarta, Indonesia. Dr Hasbullah Thabrany, Universitas Indonesia, Dr Elisabeth Kramer, University of New South Wales, Australia and Gumilang Aryo Sahadewo, Associate Professor in Economics and Associate Dean at the Faculty of Economics and Business Universitas Gadjah Mada, explored tobacco control. Why is Indonesia falling behind its peers? How does political interference prevent effective tobacco control measures? And will tobacco control really harm tobacco industry workers such as farmers and factory staff?

The sixth Mubyarto Public Policy Forum was held on Friday, 4 November 2022. Dr Rimawan Pradiptyo (Faculty of Economics and Business Universitas Gadjah Mada) presented research that uses an experimental design to investigate the deterrence effects of fines on corruption. Using a series of games simulated opportunities for embezzlement and bribery, Pradiptyo et al found that experimental groups who faced the risk of financial penalties had lower rates of corruption, even when the penalty was small. This is significant for public policy in Indonesia, where the private sector in particular does not face adequate anti-corruption regulation.

The fifth Mubyarto Public Policy Forum was held on 15 April 2021. Associate Professor Emeritus Christopher Manning from The Australian National University delivered the keynote address of the Mubyarto Lecture k titled COVID-19 and jobs: implications for Indonesia’s on-going rural transformation. Professor Catur Sugiyanto from Universitas Gadjah Mada) delivered a talk titled Urban farming during the pandemic and Dr Lucentezza Napitupulu from the World Resources Institute Indonesia delivered a talk titled Reinforcing cooperative norms in rural development during the pandemic and beyond.

The fourth Mubyarto Public Policy Forum was held on 13 November 2020. Professor Justin Yifu Lin from Peking University delivered the keynote address of the Mubyarto lecture titled Industrial policies to escape the middle-income trap: a new structural economics approach for Indonesia. Dr Kiki Verico from Universitas Indonesia and Dr Muhammad Edhie Purnawan from Universitas Gadjah Mada University were the discussants.

The third Mubyarto Public Policy Forum was held on 21 August 2019. Professor Ben Olken from the Massachusetts Institute of Technology delivered the keynote address of the Mubyarto Lecture titled the challenges faced by the Indonesian government in implementing the social protection programs for the poor. Dr Elan Setiawan from Universitas Gadjah Mada, Dr Mulyadi Soemarto from Universitas Gadjah Mada and Firman Witoelar from the Australian National University were panellists and discussants. At the end, Dr Bambang Widianto from the Office of the Vice President provided the closing remark remarks.

The second Mubyarto Public Policy Forum was held on 3 May 2018. Professor Sri Adiningsih from Universitas Gadjah Mada delivered the keynote address of the Mubyarto lecture. Professor Armida Alisjahbana from Universitas Padjadjaran and Dr Elan Satriawan from Universitas Gadjah Mada were the discussants/panelists in this section. In the second session, Professor Fukunari Kimura from Keio University and ERIA delivered a public lecture titled Value chain connectivity in Indonesia: the evolution of unbundlings. Dr Dennie Puspa Purbasari from Universitas Gadjah Mada was the discussan in this session.

The first Mubyarto Public Policy Forum was held on 10 May 2017. Professor Boediono, former Vice President of Indonesia, delivered the keynote address of the Mubyarto Lecture. Professor Gunawan Sumodiningrat from Universitas Gadjah Mada, Associate Professor Budy Resosudarmo from The Australian National University and Dr Elan Satriawan from Universitas Gadjah Mada were the discussants/panellists in this section. In the second session, Dr Muhamad Chatib Basri from Universitas Indonesia delivered a public lecture titled Lesson learned from the 2013 Taper Tantrum. Dr Denni Puspa Purbasari Universitas Gadjah Mada was the discussant.
